Notice on Inspection and Quarantine Requirements for imported Belarusian rapeseed meal and soybean meal

  In accordance with relevant Chinese laws and regulations and the Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture and Food of the Republic of Belarus on Sanitary and Botanical Requirements for the Import of Belarusian rapeseed Meal and soybean Meal into China, the import of Belarusian rapeseed meal and soybean meal meeting the following requirements is permitted from now on:

  I. Inspection and quarantine basis

  (1) Biosafety Law of the People’s Republic of China;

  (2) Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and Regulations for its implementation;

  (3) Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feed and Feed Additives;

  (4) Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture and Food of the Republic of Belarus on Sanitary and Phytosanitary Requirements for the Export of Rapesola meal and soybean Meal from Belarus to China.

  II. Allow the import commodity name

  The Rapeseed meal and Soybean meal in this proclamation refer to the by-products of rapeseed and soybean grown in Belarus after extraction of separated oil by crushing and leaching processes.

  III. Enterprise registration

  The rapeseed meal and soybean meal to be exported to China shall come from processing enterprises approved by the Ministry of Agriculture and Food of the Republic of Belarus (hereinafter referred to as the White side). The processing enterprises shall be recommended by Belarus to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese Side), registered after passing the inspection or examination of the Chinese side, and published on the Chinese website and updated dynamically.

  IV. Pests of concern

  The following pests shall not be carried by rapeseed meal and soybean meal for export to China:

  1. Ambrosia spp.

  2. Sorghum halepense

  3. Cuscuta spp.

  4. Orobanche spp.

  5. Senecio jacobaea

  6. Aegilops cylindrica

  7. Ammi majus

  8. Centaurea diffusa

  9. Knautia arvensis

  10. Lolium temulentum

  11. Anthrenus picturatus

  12. Acanthoscelides obtectus

  13. Trogoderma glabrum

  14. Trogoderma megatomoides

  15. Tribolium destructor

  16. Bruchus spp. (non-Chinese)

  V. Requirements for product production and export

  (1) Production, storage and transportation.

  1. Processing enterprises should establish a good hazard analysis and critical control point (HACCP) system, production quality management system, traceability management system and operate effectively, or implement management in accordance with its concept. The White Side shall implement effective supervision on processing enterprises to ensure that the following requirements are met in the storage, processing and transportation of raw materials and finished products of rapeseed meal and soybean meal exported to China:

  - Having relatively enclosed and independent Spaces;

  - Take effective measures against rodents, insects and birds to prevent pest contamination.

  2. Processing enterprises should strengthen the sanitary control of raw and auxiliary materials, production and processing, storage, transportation and other links to avoid contamination of rapeseed meal and soybean meal by soil, animal carcasses, animal feces and feathers, and shall not add toxic and harmful substances or any animal origin ingredients.

  3. Rapeseed meal and soybean meal can be transported in bulk or packaged. In case of packing and transportation, the package used should be used for the first time, clean and hygienic, and free of harmful organisms and poisonous and harmful substances. The means of transport should be thoroughly cleaned and disinfected if necessary.

  4. Load the container on meal and soybean meal imports or cabin of the ship’s (such as bulk shipping) should be at least one packaging, indicating the name of processing enterprises, registration number and “belarus meal to the People’s Republic of China” or “belarus soybean meal to the People’s Republic of China” in Chinese and English words. The product labels of rapeseed meal and soybean meal exported to China shall comply with the requirements of the Chinese national standard “Feed Label” (GB 10648).

  (2) pre-departure quarantine and certificate requirements.

  1. Rapeseed meal and soybean meal that pass the inspection and quarantine are allowed to be exported to China.

  2. Each batch of rapeseed meal and soybean meal exported to China shall be accompanied by a phytosanitary certificate issued by Bai Fang in accordance with the Phytosanitary Certificate Guidelines of International Standard for Phytosanitary Measures No. 12. As stated in the attached statement to the phytosanitary Certificate“The consignment complies with the requirements of the Protocol of sanitary and phytosanitary requirements for the export of the rapeseed meal and soybean meal from Belarus to China and is free from quarantine pests of China’s concern”.At the same time, the name of the processing enterprise and the registration number, the container number or the name of the ship (when shipping in bulk) and other information should be indicated. If the processing enterprise has been treated with disinfestation before export or during transportation, the information such as the method of disinfestation treatment and the indicators of disinfestation treatment shall be indicated in the certificate.

  3. Each batch of rapeseed meal and soybean meal exported to China shall be tested by the processing enterprise according to its laboratory testing plan and accompanied by a safety and health statement issued by Bai.

  VI. Entry inspection and quarantine

  (1) Certificate verification.

  1. Check whether it comes from the registered enterprise;

  2. Verify that the phytosanitary certificate is real and valid.

  (2) Inspection of goods.

  In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Article 4 and Article 5 of these requirements, the inspection and quarantine of entry rapeseed meal and soybean meal shall be carried out.

  VII. Handling of non-conformity

  (1) If there is no valid phytosanitary certificate or safety and health declaration, it shall be returned or destroyed;

  (2) If live quarantine pests or other live pests are found, they shall be treated by disinfestment, returned or destroyed;

  (3) If soil or genetically modified ingredients not approved by Chinese authorities are found, they shall be returned or destroyed;

  (4) If it is found that it does not meet the requirements of item 4 of paragraph (1) of Article 5, it shall be corrected, returned or destroyed;

  (5) If animal feces, animal carcasses, avian feathers, plant seeds or other animal wastes are found that do not meet the relevant safety and health standards of Chinese feed, they shall be disposed of, returned or destroyed in accordance with relevant laws and regulations.
