Notice on the inspection and quarantine requirements of string beans imported from Uzbekistan

　　According to relevant Chinese laws and regulations and the Protocol on Inspection and Quarantine Requirements of the General Administration of Customs of the People’s Republic of China and the Plant Protection and Quarantine Administration of the Republic of Uzbekistan on the Importation of kidney Beans from Uzbekistan to China, the import of kidney beans from Uzbekistan that meets the following requirements is allowed from now on:

　　I. Inspection and quarantine basis

　　(1) Biosafety Law of the People’s Republic of China;

　　(2) Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine and Regulations for its implementation, and Law of the People’s Republic of China on Food Safety and Regulations for its Implementation;

　　(3) Measures of the People’s Republic of China for the Safety Administration of Import and Export Food;

　　(4) Protocol between the General Administration of Customs of the People’s Republic of China and the Plant Protection and Quarantine Bureau of the Republic of Uzbekistan on Inspection and Quarantine Requirements for Export of Kidney beans from Uzbekistan to China.

　　II. Allow the import commodity name

　　Phaseolus vulgaris (Phaseolus vulgaris) seeds of Phaseolus vulgaris (Phaseolus vulgaris) cultivated and processed in the territory of Uzbekistan for edible or food processing purposes.

　　III. Permitted origin

　　All of Uzbekistan.

　　IV. Enterprise registration

　　The beans to be exported to China shall come from the production, processing and storage enterprises approved by the Plant Protection and Quarantine Service of the Republic of Uzbekistan (hereinafter referred to as Uzbekistan). The production, processing and storage enterprises shall be recommended by the Uzbek side to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese side), and shall be registered after passing the inspection or examination by the Chinese side, and shall be published and dynamically updated on the Chinese website.

　　V. Pests of concern

　　The following quarantine pests shall not be carried on kidney beans exported to China:

　　1．Acanthoscelides obtectus

　　2．Aphelenchoides ritzemabosi

　　3．Pseudomonas syringae pv. Syringae

　　VI. Pre-shipment requirements

　　(1) Production requirements.

　　Uzbekistan should adopt internationally recognized investigation and monitoring methods, and carry out epidemic surveillance and pesticide use investigation on the quarantinable pests of concern to China during the growing and storage periods of phasebean. Pest monitoring reports and pesticide use reports shall be provided as required by China.

　　(2) Inspection and quarantine before export.

　　The Uzbek side should guide and supervise the planting, harvesting, storage, transportation and export of phasebeans to China, and ensure that the whole process from packaging, storage to transportation should meet the relevant safety and health requirements of China and Uzbekistan, so as to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

　　The beans that pass the inspection and quarantine are allowed to be exported to China. The beans to be exported to China should meet the requirements of Chinese laws and regulations on plant quarantine and national food safety standards. No soil, live insects, eggs, weed seeds, plant residues, sand and other impurities are allowed.

　　(3) Certificate requirements.

　　For the goods that meet the requirements, Uzbekistan shall issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures ISPM No. 12 Guidelines for Phytosanitary Certificates, and indicate in the additional statement “The kidney bean meets the provisions of the Protocol of Inspection and Quarantine Requirements for kidney bean Exported from Uzbekistan to China and does not carry any quarantine pests of concern to China”.

　　If any live insects are found in the beans exported to China, Uzbekistan should conduct effective quarantine treatment before export. The method, time, temperature and drug of quarantine treatment should be indicated in the phytosanitary certificate.

　　(4) Packaging and transportation requirements.

　　The beans to be exported to China will be shipped in packaging with new materials that meet the requirements of the Chinese side. Each package should be marked with the words “This product is exported to the People’s Republic of China” and the product name, origin, processing unit and registration number, exporter’s name and address, etc.

　　The means of transport of beans to China shall meet the requirements of health and epidemic prevention, and thorough inspection shall be carried out before shipment to prevent the incorporation of harmful organisms.

　　VII. Entry inspection and quarantine

　　(1) Verification of certificates and documents.

　　1. Check whether the Quarantine Permit for Entry Animals and Plants is attached;

　　2. Check whether it comes from a registered enterprise;

　　3. Verify the validity of plant quarantine certificate.

　　(2) Inspection of goods.

　　In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Article 5 and Article 6 of these requirements, inspection and quarantine shall be carried out on the entering phasebean. Those who pass the inspection and quarantine shall be allowed to enter the country.

　　(3) Handling of non-conformity.

　　1. If there is no valid phytosanitary certificate, it shall be returned or destroyed;

　　2. If live quarantine pests or other live pests are found and effective treatment methods are available, they shall be treated with disinfection and disinfestation; If there is no effective disposal method, it shall be returned or destroyed.

　　3. Those found not in conformity with the Chinese national food safety standards shall be returned or destroyed;

　　4. If impurities such as soil, weed seeds, plant residues and gravel are found, they shall be disposed of harmlessly, returned or destroyed in accordance with relevant laws and regulations.
