Announcement No. 6, 2022 of the General Administration of Customs

        In April of 2019, China and Uruguay customs formally signed the General Administration of Customs of the People’s Republic of China and the republic of Chile national customs department on China’s customs enterprise credit management system and Uruguay customs AEO system mutual recognition arrangement (hereinafter referred to as the “mutual recognition arrangement”), decided to formally since January 26, 2022. The relevant matters are hereby announced as follows:

        I. In accordance with the Mutual Recognition Arrangement, China and Uzbekistan shall recognize each other’s “Authorized Economic Operators” (AEO enterprises) and facilitate customs clearance for the import and export goods of AEO enterprises of both sides. Among them, Uruguay Customs recognizes Chinese Customs advanced certification enterprises as mutually recognized AEO enterprises, while China Customs recognizes Uruguayan Customs certification enterprises as mutually recognized AEO enterprises.

        II. During the customs clearance of import and export goods, the customs of China and Uzbekistan shall provide AEO enterprises of the other side with the following facilitation measures: low document review rate shall be applied; Reduce the inspection rate of import and export goods; Priority inspection shall be given to goods requiring physical inspection; Assign customs liaison officers to communicate and solve problems encountered by AEO enterprises in customs clearance; Due to the interruption of international trade caused by the increase of security alert level, border closure, natural disaster, dangerous emergency or other major accidents, customs clearance shall be given priority after the resumption of trade.

        III. The Chinese customs advanced certification enterprise that has import and export trade with Uruguay shall inform the Uruguayan importer or exporter of the AEO code (AEOCN+ the 10-digit enterprise code registered and put on record at the Chinese Customs, for example, AEOCN0123456789), so that the importer or exporter can declare in accordance with the provisions of The Uruguayan Customs. Uruguay Customs confirms the AEO enterprise identity of China Customs and provides relevant facilitation measures.

        IV. When importing goods from AEO enterprises in Uruguay, the enterprise shall fill in the AEO code of the Uruguayan consignor in the column of “Overseas Consignor Code” of the import declaration form and the AEO code of the consignor in the water and air cargo manifest. When exporting goods to AEO enterprises in Uruguay, the enterprise shall fill in the AEO code of The Uruguayan consignee in the column of “Overseas Consignee” in the export declaration form and the AEO code of the consignee in the water and air cargo manifest respectively. Set this parameter to country code (UY) +AEO enterprise code (12 digits), for example, UY123456789012. China Customs confirmed the identity of AEO Uruguay and provided relevant facilitation measures.
